Is eligibility for the $1400 checks based on last years income, or 2019 income? ?

Last year I had some unforeseeable expenses, so I had to take money out of my IRA. This put me over $80K income. 2019, income was much less.

Single adults who reported $75,000 or less in adjusted gross income on their 2019 or 2020 tax return would receive the full $1,400 payments, as would heads of household who reported $112,500 or less.

Last year if you file your taxes early enough for the IRS to base the check on it; 2019 if you wait until after they send the checks and file when it's too late for them to base the check on it.  Since you had more income for 2020 than for 2019, you probably want to wait to file.

No one knows, as no bill is passed yet.

My guess is that it will be based on the latest information they have.  If the payments are issued before you file, they would presumably  use the 2019 data.
