My friend said that to identify an accent you have to know the language but I disagree. I think it would help but I think that it's still possible to recognize which accent the speaker has even if you don't understand what they're saying. Who's correct, my friend or me?

I'm pretty sure it's Japanese but my friend is claiming that they're certain it's Spanish. They said that I wouldn't know because I don't speak Japanese, but even though I don't, isn't it still possible to recognize an accent?

I used to be really into writing but then I didn't care for it so much and recently I've been getting into it again. Pretty much every time I find a new hobby or fandom I always get way too into it. Sometimes even a little obsessive. But before I can get good at it or after I've been a fan of it for a while I lose interest and can care less to bother with it at all. It's hard to explain because I still want to like it but I just don't. I bounce from one thing to the next and I know that expanding interests is a good thing but I also want to keep interested in them long enough to actually get good. How can I stop from losing interest in the things I like so quickly?
