Often victims of domestic violence have to start all over again, new housing, new jobs, since they are left with no where to go, because of financial reasons. They suffer great deals of pain and injustice for what happens to them. Some actual have permanent injuries and will be disabled for the rest of their lives. What do you think, should they file a civil lawsuit against their abusers?

You can definitely file a civil suit against your abuser, but your attorney fees will be costly, especially if your abuser does not have liquid cash or assets available.
Most states have funding for victims who testify against their abuser for the state. It is considered "witness funds", it can be referenced differently from state to state. Even if you did not have to appear in court but you cooperated with the state through the district attorney's office, you should be eligible to collect benefits from the fund.
Since this benefit is not widely advertised, you can contact the district attorney's office they will know whether your state has such a fund. It is a fund that is funded by the state.
Also, there are domestic violence agencies/advocates that can help you apply for financial resources that are available to you as a victim of domestic violence. I will provide you with two resources. One is national, so it does not matter what state you reside in, the other organization is located in some of the states. It is worth calling them either way because, they will be able to direct you to the agency/advocated located in your state.

well of course i know if i was in a situation like that i would want my abuser to be punished, they have help for people who need housing assistance or work and ect. but letting someone roam free thats an abuser and not being punished for there act is worst. and the situation can become worst when these people are not punished for there actions

Yes of course, especially if there is permanent damage, they should sue just like as much as you would if you injured yourself on the job or fell in a publicparking lot or store. and if physical abuse why not they should be sued for assault and battery with intent to commit muder
