Your question makes a false assumption the 'Stars and Bars' was 'the' Confederate flag.
It was only the Battle Flag of the Army of Northern Virginia.
There were literally dozens of other 'Confederate Flags' that served on the battle fields of the Civil War.
Today at least a dozen states have a those flags represented on their current state flags.
Do you wish to ban them all?

The confederate flag is as much a part of this countries History as anything.
It deserves to be flown by those who have family members who were on the
side of the confederacy.

No because I agree with the first amendment. The 1st Amendment applies even if you don't agree with what is being said.
That being said, I associate the Confederate flag with losers, in the same fashion I associated the swastika and rising sun flag..

Absolutely not. The Confederate battle flag is a symbol of treason and sedition to the US.
Should it be a part of any state issued license plate?
No.
Can some homeowner fly in over their house? Sure.
