Impeachment and recall aren't instantaneous processes.

She should be. If her religious beliefs prevent her from doing the job she was appointed or elected to, then she should resign.
For instance, if a person's religious beliefs are against the death penalty, it's probably not a good idea if they become a DA in a state where the death penalty exists. That person shouldn't take that job.

Because she needs to commit a crime, before being impeached, and a recall is very expensive. She has now been held in contempt of court, and has exhausted all of her appeals. Now she can be impeached.

According to Kentucky law, impeachment is the only way to go for someone who is not convicted of a crime. Due to the politics of the area, I suspect that most legislators were unwilling to touch it with a ten-foot pole! LOL
