By doing a direct check through your credit report, etc. ? Don't they have to have permission to do something like that? I thought I had to sign some kind of a form.

Any one can check on anyone, i checked the background of a gardener i was going to employ,he seemed a nice young man,when i did i found he had served 2 terms of imprisonment for theft,he did not do my garden.

Depends on what you mean by background check. Anything court-related is public record, so is directory information.
