in a scenario, I'm being stalked and followed by someone, what are the rules of engagement considering I have a conceal carry?
Am I allowed to open fire on a confirmed stalker or do I have to wait until they attack/shoot me?
Take into account Illinois and Chicago law as well.

Here is what I do when followed or stalked- 1. Make a "loop" to confirm this is the case. 2. Head for the closest police/law enforcement location. If I can not do item 2 then I find a place that has a lot of people in it that is safe and call the police. The "documentation" of being stalked is needed before any deadly force can be justified. Even with that documentation it is possible to still end up dead, be convicted of homicide and/or be sued (by the perp or their relatives for wrongful death). Don't think I am weak kneed, I intervened in what could have been a mass shooting unarmed and stopped the hole thing. But the incident was in a place with plenty of witnesses. Deadly force is not something to take lightly! One rule of survival in the city jungle is to show no fear! To reach for a concealed weapon might give the other party reason to shoot you first!
You DO NOT have a legitimate CCW. One of the requirements is a class covering the laws for use of force. You can't get a CCW in Chicago without convincing the police you know FAR more then the laws.
Note: What you suggest is considered 1st degree MURDER in every jurisdiction.
