Nephew is turning 21, no job, not in school (dropped out of two colleges in past 2 years), wants a birthday celebration idea?

I think this is up to his parents to deal with, not you.

If by chance you raised him, tell him that at 21, he has to throw his own birthday celebration.  He's a legal adult and has been for 3 years.

Give him a list of employers who are hiring.  Maybe an inexpensive gift and a card
