Take some ibuprofen or Aleve (if you're not allergic or can't take them for another reason) in addition to using balm on your skin. They're anti-inflammatories (NSAIDS) and will help kill the inflammation in your skin. If it's really driving you crazy, you may have a worse burn than you realize and need to go see a doctor. And drink a lot water or Fruit2O or something like that.

Sounds like the pins and needles is the making of blisters that either have or haven't formed- and when a sunburn is severe enough to blister, your nerve endings are affected, hence the needle like pain.
Be very careful when applying products because when you have broken skin (sounds like you do, even if not visible) it can burn like heck! Many products contain alcohol, especially if they have a pain relieving property in them. I learned this the hard way! Stick with mild moisturizers- ones intended to babies is best.

I had this bad sunburn years ago on my chest area, it itched so bad I was crying and couldn't tolerate it any more. I took a cold shower, applied ice, and kept cold wet washcloths on the area and then applied an aloe vera jel that felt refreshing. After a few hours I was much better, but wow was it terrible.

I have heard of cold milk poured over it after sunset... also dabbing it with vinegar all over... and using cocoa butter lotion...
Milk Make a compress of whole milk (or buttermilk) and apply to the burned area for 20 minutes; repeat every two to four hours. Wash the milk off so you won't smell sour! The fat content of the milk is soothing for burns.
Apple cider vinegar Apply apple cider vinegar to the burn with a cottonball, or make a cooling compress for a large area to relieve the pain. Keep the skin moistened. This remedy will prevent blistering and peeling.
my bf says noxema facial cream... cools it down...
Hope it heals and feels better!

Oh man. I had the worst sunburn a few years back. Blisters EVERYWHERE.
I recomend not leaving the house, lots of aloe, and laying in bed in and air conditioned room wearing as little clothing as possible.
