Should there be a mandatory 5 day waiting period for suicide vests?

If some of the US billions was not going into supporting regimes that build walls and deny human rights, many of the wearers of these vests would be able to get to work, and to afford to shop at nice little supermarkets, and thus would not discover how to be come so piratical at home chemistry.
