My friend's cat was attacked by dog. He witness stray dog bite and kill cat in his yard. What can be done?
There are many dogs in that area of AL that stray. He had two cats; The first lived there awhile before him. She had kittens and was given away. Next cat was there only short time. There was no fence. What help can I offer? Can dogs roam without a leash? Can residents shoot or capture stray animals on their property, to turn over to authorities?

I am not sure of AL law, but my inclination is that unless the dog
is harming a person, you better not shoot it and call authorities to
collect it!
Have you called the Animal Control people?? Give a really good
description and tell them exactly where the dog's been seen.
If I were you, I'd put food out so it would stay around for them
to catch...
I feel for your friend -- 3 dogs from my neighborhood attacked my
very young cat and killed her in my yard. It's very traumatic.
Don't be too vengeful -- It won't really make you feel any better.
It may make you feel worse. Try to capture the animal legally
and let the pound deal with it.

That does sound like a problem.... Maybe just call the animal police (if you have it there, idk though) or animal control. I'm sorry to say, there isn't much you can do, really.
You said there isn't a fence? Maybe help your friend put one up.
No, residents cannot shoot a stray. They can try and capture them, but I wouldn't advise it unless they are trained professionals. Strays can carry diseases, and sometimes they strays don't have good temperments (I know, I was attacked by a stray).
I'm not sure about where you live, but in Indy, dogs have to be on a leash at all times in public. Strays, though, don't have owners, so there for can't really be put on the leash.
Like I said before, just try calling the animal police or animal control.

If it is a stray dog, you can't report any person for this attack. And, killing it wouldn't be the answer either, because that is considered animal cruelty even though it's not your dog and you can and will be arrested. I suggest calling the local Animal cops and reporting the attack to them. I suppose you could capture it and turn it in, but you might not get the right dog and it'll be accused and put down. Like i said, i would report to the animal police near you that your friend's cat had been killed from local stray dogs within the area. Animals that kill pets can be destroyed.
However if you're inside city limits, you can't use a gun, you have to rely on animal control or the police to get the strays.
A fence would help considerably, but feral dogs do need to be caught and taken to animal control. Call your local offices and see what options you have.

Keep the cats indoors and contact animal control about the dogs. Neither should be roaming around outside.

It was probably the same dog - one that was raised by an idiot who liked to yell, "Sick the kitty!" That dog is wrecked for life and will continue to "sick the kitty" every time he sees one. Sorry, but the only thing you can do at this point is to shoot the dog. Just make sure it's the right dog, and not some innocent pooch in the wrong place at the wrong time.

Your canine did no longer locate it such an dazzling game, so she did no longer rip it up. Check the laws in your area by calling Animal Control or Humane society in your city. Different laws apply to different areas.
