Why my older cat pull my younger cat's fur off and she lets her to do that?

I have 2 cats, both female, one is about 7 or 8 and the other is about 5 or 6 years old. My older cat likes to pull off my younger cats fur and she lets her do it. Any reason other than the older one wanting to show who is the boss?

By the way, they have been together for at least 4 or 5 years now. An this behavior started about a year ago.

Update:

No, they are both short haired and she is not pulling any knots out It is just chunks of hair that she pulls out and the other one just stands there and let her do it!

    ok have a vet see that the cats are ok

    Is she a long hair cat? Is the other cat pulling off knots or mats? It isn't uncommon that cats groom eachother, and get fur in their mouths. If it is CLUMPS of fur, that is a new one to me!
