No you can't. The only way you can stop him from wearing a dress is not putting it on him. He has no choice in the matter of wearing or not. You stated he doesn't like wearing it, so you are the one putting it on him and making him wear it. Hey here is an idea let him put on the dress if he wants to wear it.
