Was he on Supplemental Security Income? That's federal welfare, and no survivor benefits. If he was on Social Security Disability, and if he is the father of a minor child, the custodial parent will receive survivor benefits solely for the minor child. If the ex-spouse was married for over 10 years and is totally and permanently disabled or over 65, the spouse might get spousal benefits.

If he wasn't married to either woman when he died then neither one of them are eligible for survivors (widows) benefits. If either woman has a child/children under the age of 18 then the child/children are eligible for survivors benefits, but not the ex-wives.

They both can if they qualify.
1. they were married to him for 10 years or more.
2. they are themselves disabled or of retirement age or have minor children that he fathered.
3. he had enough work credits.
My father in law has 2 ex wives .. he was married to them both for over 10 years and they are both over 66 years old.
(I'm including benefits other than just survivors)

Ex's aren't eligible for survivor's benefits. They are no longer related to the man who died.

neither get the benefits as they are no longer related to him through marriage. the money goes back to the government/state

Neither as neither one was married to him at his time of death. That is unless he was ordered to pay maintenance to one of them in his divorce, or both, then ssd may apply.
