Police have Seized My Laptop?

The Police (UK) have Seized my Friends laptop through no fault of her own, they are currently checking the hard drive for Indecent Images, They have told my friend that if they find anything they will keep the laptop and never get it back. Who has to pay to get a new laptop, The Police or My friend?

Update:

It was her Brother that put the images on her laptop, And handed the laptop in voluntarily and reported her brother to the police

The police are not going to buy a new laptop for someone who has violated the law.

    Your friend does.

If they took the laptop, then they have had to have gotten a seizure warrant (they don't just do it out of boredom). This means that they have evidence that your friend may have done something improper. If nothing is found the laptop will be returned. If there is something found, then the laptop becomes evidence.

In that case, if your friend manages to avoid going to prison for something naughty...they will have to buy a new laptop themselves.

Police have no right to confiscate anything without any search or confiscation order from a court. Moreover, anything caught from you which do not cover any search order/warrant signed from a judge is illegal and can not be an evidence in court because the evidence was a "Fruit of a forbidden tree".

If there are no illegal images then she'll get her laptop back. If they do find illegal (not indecent, normal pornography isn't illegal) images then they'll keep her laptop for evidence and she'll be prosecuted.
