what exactly does the term "living in Canada" mean in legal terms ? 3 months ?10 month ?12 months ?
If someone receiving government benefits was to leave the country for say six or eight months are they still considered "living in Canada" even it the time abroad is not permanent?
I must say I am surprised by that answer.. ... even vacations? I know plenty of pensioners who go on vacation or visit family members in other countries. My mother used to travel and was never charged or convicted of fraud . She was seventy sx when she died and had been to Europe and the US and Mexico. Every year she went somewhere. Her brother, my uncle took her many places to make her final years interesting. I don't think she ever had to repay her old age security benefits. Recently someone told me it was unlawful so I thought I would ask.. I actually had an aunt that lived in the /states and she collected Old Age Security benefits there She lived there for many years.

No..government benefits are only if you are actually living at the address provided to them. You leave the country you get nothing. If you collect while out of the country (even if on vacation) you will have to pay everything back and face criminal charges for fraud plus other charges.
