Even a fool is thought to be wise if he is silent. So, wisdom cannot be silence.
Wisdom is silent in a way that solves problems and not in a way that create delusional, irrational thoughts. It is wise to remain silent because, u can't take back words u never said.
A wise person sits down watch others, hear others ponder on what they say or do n create a general explanation to their actions and inactions. A silent blank mind cannot be wise.

it is wise to remain silent means that better not to talk instead of saying sth stupid
in this case wise is used more likely as a comparison
wisdom is not a silence it is experience and thought
to know what to say and what to do because you have done and seen mnay things happening

I've heard a saying that goes: 'To say the right thing at the right time, stay quiet most of the time'.
Maybe there is some wisdom in that.

maybe the formula is:
silent + 0 + time - tragedy = wisdom
so :
wisdom = tragedy - silence - time
