exactly both and more on many many levels.
it's about crafting a question as a key is cut to unlock our inner knowing.
I want you to check out a question I asked a few years ago.
It was designed to have a specific effect.
I'm going to copy/paste it here and I want you to read it with your complete attention following my train of thought wondering where it's going; and as you read it I want you to hear my voice as a deep whisper as if I were whispering directly into your ear.

If you do the exercise honestly you'll experience the answer to your own question.

"How come? Do such questions exist? Is it a series of questions? I've noticed again, that many of you possess a wealth of knowledge, but you seem to require just the right questions to help you release it. I know this is the nature of the y/a game, but something tells me it would be the same in your everyday life. Is this true?
Are questions the key to unlock all this inner knowing? It seems like each question must be worded as precisely as a key is cut to bring out the best of what you have to offer. Why is that? I've heard many of you speak of that understanding that is beyond words, yet you seem to respond with more in-depth answers to the better worded questions. Are you ever surprised by your own answers? I know words are just symbols, but are you deliberately perfecting your ability to move these symbols or are you just winging it? What are the questions you're looking for? Is there an ideal question for each of us, a single question for all of us, or somewhere in between? Hmm"

Everyone has their own interpretation of the intent of a question asked & will will answer accordingly. Every question can have a variety of intentions which the person answering assumes to know.

It must be dependent on the listener's interpretation.
However, such factors as "open" or "closed" minds can play a factor in allowing the listener to expand his personal interpretation to better encompass the question's original focus.
At the same time, the person asking a question may also take the question in his own light, completely disregarding the meaning of the listener's response. These small mis-communications are common in every day speech, but show the most during a question.
This goes beyond listening and responding... this delves into the realm of understanding.

I would say into the realm of mutual understanding. Seriously though if a question is a very ambiguous question such as "why God?" Then I think it would be asked as a self thinking method or a rhetoric announcement. Also it could be answered for the listeners (answerers) intent as seen all the time lately with it being an election year for politics. There are multiple factors that go into this q&a type communication. Good question but there is no one way to say an answer derives. Im college drop put phone sales-man though. You can't believe everything I say :)

It's dependent on the question. I agree vague questions can be widely interpreted...but it's still dependent on the parameters the questioner chooses to lay down. I don't think it's dependent on interpretation...but I may be wrong.

If the question is ambiguous then it's open for interpretation.
Answer would then depend on the understanding of answerer...
