Online business overseas?

Is it possible to have an online business operate in the U.S but not have the website function in the U.S? What I'm asking is, I want to have an online business that is illegal for U.S residents but not legal in other countries. I live in the U.S and want the business here but only be able to have other countries use the website. In case your wondering, its online gambling. I know you can block off countries were it is illegal at, such as the U.S, but can the business be done here? Is this possible, or do I have to move to another country for this?

    Read the laws - but I am sure it would be illegal to run it in the USA. It would be comparable to selling dope only over seas but running your warehouse out of New Jersey. You need to find an island where you can run it and then pay off the officials to do it.
