Is it illegal to take the safety off a gun?

First off modifying a gun, other than making it full auto, is not against the law.

Second for people who use a gun at work, cops, security, military a modification not approved by the proper governing authority will be against multiple rules, administrative and safety rules.

Third modern weapons have multiple safeties. Most are internal and not what you see on TV. If you mean a switch like thing on the side of a semi automatic pistol the main problem is it makes that pistol worthless for resale.

Even my department allowed semi auto with that switch that were also double action only to have that outside switch removed. Those guns have a number of other much more safe safeties internally.

Honestly, I don't know if it is or not... But why would someone want to? It's a very important safety measure for the gun. Seems to me that it's a terrible idea to remove it.

Illegal? No. Smart? No. Would I ever dream of doing it or suggest it? Again, no.
