Should I hand in my notice?
I was wondering, in my current role, we are really short staffed, could I hand in my notice without the manager declining it.
I work in collections for a credit card company and the customers do not pay up when they are supposed to and it is me that gets it in the ear when the customers go back on their word!
There are many other things that annoy mw with the job, but that is the main reason why I am going.

Well you can resign any time you want, they can't reject your resignation.
It does sound like a bad situation, after all in collection people lie. So unless they are making objective measures of performance your managers are being stupid.
But I suggest that quitting is not a good idea now, though January can be a good time to see a new position.

Try to find a new job first, and if successful, write it as a letter and keep a copy as of this, you want to resign and they cannot stop as to this,but however they can make it miserable to you as in reporting you to Social and the need for Job Seekers Allowance.
