No, law cannot replace decency. Decency is driven from internal factors that we call morals, ethics, or honor. Law in its very basic form is intended to provide a means for punishing those who cause harm to others. Unfortunately, it has been abused to the point where it punishes those who cause harm to no one and rewards those who cause harm to millions.

I don't think it can replace it. But decency is something people should learn at a young age from their parents and older people around them. That's generally where we do learn it and if not, later on from a teacher. Hopefully we have all had someone good in our lives at some point.
But laws are made up by men and government.

Decency is a concept, a commonly agreed on code of behavior. Law is the enforcement of this code. For instance: I like my cat as a companion, a pet. My new Cambodian neighbor found my cat appetizing. I did not find this to be decent. My Cambodian neighbor found my cat to be very decent. The law agreed with me. Decency (on their part) did not. See what I mean? one mans decency is another mans meal.
