No, Those in heaven will no longer be concerned about them, and those who would look upon them and rejoice about it? would also be there with them.
People in heaven are so preoccupied with worshipping God and enjoying the glories of heaven that it does not seem they would have significant interest in what is happening here in hell or on earth.

Considering that the Biblical definition of hell is non-existence, no.
Eternal torture, a concept taken from a mishmash of pagan religions, would make God an incredible jerk, to say the least. But, plainly speaking, there is no reason for people who chose their reprobate natures over purity to continue to exist in any place. Forcing eternity on people who don't want to know God defies the most basic right given to man from the beginning: free will.

What you are suggesting is contradictory.

This will be the "shock therapy" to rebels during the Millennium so I am sure we will be aware of it.
