Is my engine seized ??

My car ran fine today morning. It had an oil leak 2 days back....but it went off after replacing the filter. But today while I was driving , the car stopped when I was about to stop in a signal. When I opened the bonnet , I saw a bit smoke coming out and also a false smell. My engine started up but not as usual , it took a little time to start up and gain power. What might have happened ? I've seen oil dripping below. How can I repair it ???

Update:

@batfink yes I did.....today morning before starting it showed roughly half in the dipstick........but while the smoke came , it showed below the min mark......and i doubt the oil leaked because i saw a kind of orange liquid dipping from the pipes surrounding the engine....

    Orange liquid? That is a clue you blew a head gasket and the coolant is blowing through the engine. That explains loss of power and you should also have white smoke coming out the tailpipe if that is the case. If the engine still runs it is not seized.

    So, when you replaced the filter, did you top up the oil ?

    How much is showing on the dipstick ?

    if its running its not seized up not possible
