When a defendant is ordered to pay an amount in sanctions until he complies with a court order, does this mone?

Also, what does it mean when the plaintiff may apply to the court for a judgement on the sanctions?

Sorry again--I meant to ask where does this money go to if the person is sanctioned--the court or to the plaintiff?

    It means the defendant is not following the order of the court and the court is going to fine him for doing so.

    The plaintiff may apply to the court to get some or all of this fine to cover damages caused by the defendant not following the order set by the court.
