I don't think it is the whole story but it does have truth in it. Here are some other ideas. Sometimes people tease others to test and cement the limits of their friendship. Sometimes people tease to establish power and control, reinforcing dominance over someone else. Sometimes people tease because their social group does that as a rite of passage.
