Meeting girls?
I want to know how to approach anybody. But
I can be very awkward.
I am tongue tied (this does not affect the way I talk if I concentrate on it) so when I get nervous I studder terribly... I want to be able to walk up nicely to a female, easily talk to her, then find an excuse to get her number ALL without looking like a creep.

First of all, if it is the first time talking this girl, it probably isn't wise to ask for her. I know when I'm asked for my number out of nowhere I usually say no without even thinking about because it takes me by surprise.
You never want to make a girl feel uncomfortable, so be intuitive on her feelings for you.
When I come across a guy who gets tongue tied by talking to me, I find it rather sweet and try to make him as comfortable as possible. So don't worry if you shudder, it will only show a girl that you find her attractive, and everyone likes to know they're appealing to someone else.

Girls aren't aliens :) If you just walk up to a girl and talk about something that is relevant to the situation you are in (eg. a comment on the surroundings, or a news item or her witty tshirt or something) she will usually respond nicely. And if you carry a conversation for a few minutes and it is going well, then mention that you have to leave but would like to talk to her again sometime and ask for her number. Sometimes it won't work, but that's just how life is.
