It is better to be friends with a girl/guy than to become their boyfriend/girlfriend. I say this because with friends you can forgive each other,but as lovers you can get mad at each other and never see each other again.

Id say bf gf because if you are a good couple you can work it out. If your friends you may find yourself wanting that friend but some other person has came into the picture and now you lost that girl or guy you liked. If you like thay person go for it and do your best to keep fights minimal and if they are bad then give in to save the relationship until it gets to that point where you are inseparable no matter the argument

This is how dating should work:
You meet each other.
You become friends and learn about each other.
You decide to take it to the next level and become exclusive (boyfriend/girlfriend).
You decide that you two are compatible and get married.
However, it tends to be like this:
You meet each other.
You decide to get into an exclusive relationship.
You start to learn about each other.
The reason the second one doesn't work nearly as well, is that you get into a relationship with someone you know absolutely nothing about. So what I am saying is, become friends first - learn about his likes and dislikes. Let him learn about yours. Learn about his behavior, let him learn about yours. Then decide if you two are right to date.
