'cartoon' is a more general term
it can mean EITHER a still drawing, like the newspaper comics, OR a moving image, like a cartoon on tv
'animation' refers ONLY to moving images.

As a personal opinion, "cartoons" are generally things like Ed, Edd, and Eddy, Adventure Time, Powepuff Girls, and the like. They're generally American, and the artwork is simple and two-dimensional
Anime is usually Japanese, and the artwork is typically more complex and realistic to some degree or another. They're also more geared toward an audience that's 12-13 and older, unless America got a hold of it and tamed the crap out of it.
Again, these are personal opinions on the difference between anime and cartoons.

You likely mean what is the difference between Scooby Doo and Dragonball Z. The answer to that question is basically nothing. The only thing that separates cartoons and anime is the country in which it was created. There is nothing one does that the other can't.

A cartoon is animation.
There is no difference...
They are just different terms.
But they mean the same thing.
