You haven't explained whether the situation whether or not the crime is in progress and you have to dial emergency services but most times the cops are going to take the word over the crooked cops unless there's multiple witnesses or their crime had been caught on camera however if there's a pattern of bad behaviour by certain cops it won't look good for the cops guilty but if you know that there's crooked cops and you contact the internal affairs department or crimestoppers and inform on cops that are up to no good surely the situation will be investigated thoroughly but in order for a conviction likely you'll need to tell the cops what they need to look for

In Phoenix if you report a cop, his Sergeant will admonish you of the defamation statute and then if you still wanna make a report, the Sergeant will take it.
