In the uk most shops have to charge 5p for shopping bags.?

What would be the consequences if you took them without paying the charge?

Update:

The point is that it cannot be theft. It is not a tax and the cost of the bag is already taken in the charge for the shopping. The money collected by the stores must be given away to a good local cause.

Update 2:

Then tell me exactly who I would be stealing from? Not the shop as fas as they are concerned they have already charged for the cost of the bag in the shopping - and it is not the government - it is not a tax.

Update 3:

Not stealing from charity. Not taking any money from anybody. The bags have already been paid for.

    Taking something without paying is called stealing so add to t=hat stealing from charity
