How does a President get evaluated on good or bad.?

Update:

Since American politic's is one of the most corrupt in the world and decisions are made behind close doors by people who provided all the political funding is why I'm raising the question.

    History can be arbitrary . . . but generally this or that president can slide by as long as he/she #1: doesn't get hanged #2: doesn't get caught with their pants down #3: doesn't get exiled . . . otherwise, the "good" contributed to the well being of the planet, kept the economy on course or brought it back form the doldrums
