I tried holding her foot down in cold water but it only helped for 5 min. She would not sit still for the ice bag so I gave her a Benadryl which seemed to help after about 15-20 min. I tried not to stress her too much since she was also recovering from dental surgery.

I've heard you can make a paste of baking soda and water and put it on the affected areas. Using an ice pack wrapped in a towel or cloth can help ease discomfort. Could call the vet and see if benadryl is safe to give also.

If there's no allergic reaction, you could put some antibiotic ointment on there.
