Does this seem normal for working in a DOC facility?

My local jail has an open position for someone to fill commissary orders, but they don't want to do in person interviews. Instead they want a virtual Skype interview, along with me sending them a certified background check and completing and sending them fingerprints. The whole interview thing seems strange to me, as I live relatively close to this DOC facility and wouldn't they want to meet someone in person rather that on Skype? Please offer advice.

    That seems very strange. Any correctional facility would run their own background check. That is why they are asking for fingerprints. Something smells.
