Why does my power shut off when I start my computer?

When I first start my computer and turn on the power, it turns off. So I hit the power button again and it turns off again. It got to the point that it was doing it so many times that I just went into the bios and set it so that now when it turns off, it will automatically turn on. So now, when I turn on the computer, it turns off and then automatically turns on, then goes off, then on, then off, etc, etc. I've even tried holding the power button down, but it doesn't do any good. But it doesn't power down all the time. Sometimes, it comes on right away. Other times, it turns on and off for a minute or so. Other times, it can take almost 10 - 15 minutes before turning on. But once it turns on and starts to load, it is fine. It never shuts off during the loading of the bios, windows, etc. But here's the thing. I recently replaced the power supply, so it is new. Could it be the power supply is defective right out of the box, or could it be something else? I'm suspecting the fan is not turning fast enough on startup causing it to sense heat, but I'm just not sure. It is a 550W power supply made by Logisys. Also, my old power supply never had this problem which was a 480W.

    You have a shorted component!

Best way to find it is unplug the dial up modem and the Ethernet card and any other PCI devices and see if one of them is the culprit.

First thing is look at the CPU fan to see if it's spining if not that's the problem.

pls check the cpu power supply mosfets heat or burned, if short circuit. power supply will cutoff the power to protect the board. therefore you have to assure the power supply not fully use. if you use many hard drive and dvd drivers /powerful graphic adapter .it will shut off when use maximum am-pier of the psu.

if not use maximum wattage. there may short circuit of the cpu power supply.
