If someone says they’re going to “raise hell” while they are angry considered a terroristic threat or threat of any kind?

    No. The term 'I am going to raise hell' is just a sign someone is massively upset and angry. It has nothing to do with terrorism.

    In UK it is quite a common statement when someone is angry. I know that in Scotland and Ireland they say 'I am going to raise merry hell'.

    Saying Those words is in no way a threat of terrorism it just lets others know you are a bit pissed off.

    Unless they direct it at you personally then I wouldn't worry. Even if they do they mean they are going to make your life difficult and not that they are actually going to kill you.

    After all if they were going to kill you why didn't they just do it instead of shouting at you?
