Unless there's something you're leaving out here, last I checked saying 'hi' and using the same (public) elevator are not signs of harassment.

You need to make your feelings known to her, then never engage her in conversation.

Grow some balls and tell her if she doesn't stop you will take action against her. Cops will be involved etc.
