Layoffs are conducted because of a company's needs not because the worker was incompetent. So if the location in Country A likes this worker but doesn't need him/her right now it's entirely possible another location of the same company might have need for this person.

Not sure why you think that may not be possible. Being laid off usually indicates there is not enough of a need for somebodys skills, not because of the quality of their work. The organizations in each country are almost certainly run by different people and experience with an organization could certainly be seen as a plus.

    NO, it is not possible.

It is possible for the same organization to offer a person a job in a different country, but what you asked DIRECTLY violates the DEFINITION of 'laid off'.

Rare but possible and perfectly legal.

Yes. Managers in different countries can hire or lay off people, but usually a company will check to see if an applicant has worked previously for the company.
