They're cowards. They usually use other more aggressive people to punish their victims. Just stay away from them.

I've always thought it was a sign of insecurity. Passive aggressive people cannot confront people with their feelings or concerns, they would rather be passive. In the end, that type of behavior bites the aggressor in the tail

It is done to get back at someone without direct confrontation that will bring punishments to the aggressor.
