Can you write to a prisoner without a prison number UK ?

I was in this ex offender group where they came up with an idea to start a PenPal service writing to male prisoners and giving them ‘mental health/ befriending support’ to help them back into the community. If successful then their aim was to do the same with women in prison (HMP Bronzefield). 

Despite this conversation this plan never went ahead. Now I was wondering whenever you could write to someone without a prison number?

    In my experience, no.  They rely entirely on it.

    I had a cellmate who received a letter which didn't have his name on it, was addressed to another prison... the only thing in the address that matched him was the prison number, which was clearly a typo by the solicitor who sent it.  Clearly the number was ALL they looked at.

    You can, difficulty could be with inmates with the same name.
