I am a college student in Illinois but my technical permanent residence is still listed in California. I am going into a job by my school where I will often be on my own in the store. The job isn't in the nicest neighborhood but it isn't in the worst either. I was wondering how buying a hand gun for me in this case would work. Also how obtaining a conceal and carry would work. Thanks for any help you can provide.

You need an FOID to get a handgun, you need to be over 21 to get a carry permit. Add on to that you need your employer's permission to have it on you at work.
You will need to have the gun transferred to you in CA, were it will be registered (most states don't register), either buy purchasing their or by purchasing elsewhere and shipped directly to a CA dealer for the transfer (before it gets in your hands). You will need to comply with all California laws. Illinois does have non-resident permits, but you will have to check the laws to see what that requires.
If you live at one address in Illinois, then you can also consider getting an Illinois driver's license and establish residency. That will change things.
And you have to be 21 to purchase a handgun and get a concealed carry permit in any case.
Federal law requires that you take possession of a hand gun in the state where you reside. You can buy a handgun in IL. It would have to be shipped to a dealer in CA for you to do a back ground check and take possession of it. You would have to comply with all of the laws of both states.
