Does anyone know if Baby Scoop Era adoptive parents received some kind of foster payments?
during the 6 month waiting period prior to the adoption being finalized, while the baby/child was in their care? I had not thought of this until I read an 'answer' to another question about fostering payments and that PAPs are paid during the 6 mo waiting period. Maybe this is something that is done today, but not years ago? If anyone has any knowledge or information about this (from the BSE..especially the 60's and 70's), the info would be greatly appreciated!

Most of us were cared for by foster parents who did not end up being our adoptive parents.
Most of us also have NO IDEA where we were for 1-6 mos. before being adopted. For me, I was a "newborn" adoptee at 3 mos. I have no clue as to where or who I was with for those first three months.

I was fostered by my adoptive parents starting 1963 and finalized in 1964, and my adoptive sister was fostered starting 1967 finalized in 1968, but there were no subsidiaries or any other type of payments. I can only speak about their experiences in Pennsylvania though. I don't know if it was different in other states or even in other counties, but I've never heard of a BSE foster-to-adoptive parent receiving any type of payments. I'd be interested in hearing more.

Our adoptions were private, but I do know that our adoptive parents had to be approved by the county as foster caretakers.... even though the approval process was all paperwork and no homestudies nor visits were ever done.

In my state, it's a one year waiting period for finalization, but no, my ap's didn't receive any sort of subsidy. According to my paperwork, I was in a "boarding home" for 5 1/2 mos prior to adoptive placement. I'm sure nowadays, it would be called a foster home. Since the agency was my legal guardian during that time, I assume they were responsible to pay the couple who fostered me.
ETA: My younger brother, adopted through the same agency three years later, was also in the same boarding home for 3 mos prior to placement.

I am a foster adopt parent, and when I adopted my first one, who was actually my oldest daughters foster child, I never got paid one cent, either during the six month finalization period, or after, which was just fine with me. When we adopted our second, she was our foster daughter for 20 months first, and the minute they made her an adoption placement, all money stopped. Both children lost all benefits. When we adopted our third, he is the full sibling biological brother of our daughter, and we were offered a stipend (we would have adopted anyway, in fact I didn't know he was eligible until it was almost over) so the minute we made him an adoption placement, and before it was final, the foster payment stopped and the adoption stipend, which was a LOT less than the foster payment, took place.

I was born in 1972 and surrendered for adoption through a private agency. I was 'fostered' (although the family I stayed with were licensed adoptive parents through the agency rather than licensed foster parents through the state) for just under a month until I was 'cleared' to travel out-of-state for adoption.
My 'foster' carers did receive a small 'consideration' from the agency, but they were also REQUIRED to foster babies in-state, prior to adoption by OTHER families, as part of the hoop-jumping to be accepted by the agency. The child they eventually adopted was also 'fostered' in another state prior to being placed with them.
Did I learn this from the agency? Not on your life. I learned all of this from my MOTHER -- after I found her. She knew the people who cared for me and was able to tell me who they are and a lot more about them. The thing she didn't know -- to our mutual heartbreak -- was that she could have gone to their home and TAKEN ME BACK. The reason I was not yet 'cleared' to travel? The period of time she had to change her mind had not yet passed. *sigh*
My adoptive parents did not receive one red cent for me (on the contrary, they paid quite handsomely for the privilege) while I was in their care before the finalization of my adoption. That amounted to just over a year as my adoption was not final until I was 14 months old.
Like Sunny, I had no idea who 'had' me during the first weeks of my life -- and I would still have no idea if I hadn't reunited with my Mom. Unfortunately, this agency is still operating and still uses this same practice of in-state fostering in order to place the baby in a different state than s/he was born.

No I don't think the foster to adopt option existed then. As far as I know foster parents could not adopt their wards and conversely adopters did not get to be faux foster parents like they do now. The two roles were completely separate
I was in foster care for 3 months before being put in my adoptive parents' home, so I presume that foster carer was paid.
But my parents certainly didn't receive anything monetarily during the time I was in their care before the adoption was finalized, a full year after my birth.

My daughter was in foster care for 6 weeks prior to going to her parents. I'm sure the foster parents were paid, but her adoptive parents were not. 1972

I know mine did not. I was not placed with them until I was 5 1/2 months old due to a huge paperwork snafu. There was then a 6 month waiting period until my adoption was finalized, but they did not receive any money.

if the kid is in foster care..or should i say was, i know in the state of ky i was adopted in 1975 from 1973 until then my adopted parents did get paid ...i was a foster kid, in 1985 when they adopted four hard to place teens they got money even after they were adopted to help out with the kids..they werent special needs just hard to adopt out because they were teens

I believe you will find that fostering payments only apply to people fostering or fostering to adopt through DSS and not through private agencies. If I'm wrong with that we'll both learn something.
