Why cant Congress write bills in plain english?

have they ever heard of the saying KISS, Keep it simple stupid... Trying to read a few of the smaller bills on the house floor and they are written with so many loopholes its pointless to even have the bill. its like trying to catch water with a strainer.

Update:

isnt it very unethical to write laws in this manner? im an engineer and if i wrote a technical write up like they write a bill id be sued in a heart beat for witholding safety information.

to respond to answer #5, even complex words have simple definitions. If the politicians cant write it in simple english then they are not doing a real good job. and they are not qualified for it and should be removed.

    If Congress wrote in plain English, then they would have to read the bills they passed.

    Congress now gets paid to not read bills anyhow. The whole point is to make Congress null and void by limiting it's powers (especially giving them away to the Executive branch or private institutions like the illegal Federal Reserve). Congress only acts on the people's behalf today when people are dying in the streets because they didn't act. Up until that point, Congress doesn't read the bills it is given by the party in power.

    There are rare exceptions...

    Legalese has been used for quite a long time. It's technical jargon, and as long the legislators know what it means, that is good enough for them. They don't expect (or sometimes want) the general public to interpret what they are saying because then people might not be too willing to go along with it...if it's in plain English.

    My dad and brother have law degrees and look at that crap all day, every day, so if I become confused by something, I run to them and they explain it to me.

    It has been said that legalese takes the ambiguity out of legal writing. That is, it's more precise and can't be left up to interpretation.

    do no longer remember what they parse the crap in, they won't examine a 3000 internet site 'rfile'. And why does it somewhat is going to be 3000 pages long in any case? in case you may get the ten commandments on the coolest one million/3 of a typed 8 x 11 internet site, why won't be able to the ineffective government condense / simplify this szit? using fact if it must be purely understood, then the voters does no longer enable it bypass!

    Because then the American people might understand all the atrocities they are passing to spend us into bankruptcy while taking away our freedoms.

    They allowed HR3200 to be posted on the internet, and even though it was the most confusing, convoluted, lawyer diatribe ever printed, many intellectuals dug deep and managed to get to the core. It is one of the most invasive bills ever attempted on our freedom.

    And that is why BO's administration has refused to allow any new health care proposals to be posted -- heaven forbid that Americans are alerted to this government plan to take over our lives.

    It's how lawyers keep their jobs. Seriously. If laws were written in plain English, then the legal community would be greatly reduced. They are convoluted and complicated so that specially trained people can interpret them and explain them to lay people.

    Bills under review can seem complex, but fixing 16 percent of the economy while cutting costs, adjusting taxes and fees, and improving delivery is--well, complicated.

    Simple is nice. Sometimes simple doesn’t always work.
