I have no idea who Zak Bagans is, but I know how to build a body like that. Actually, just by looking at his body I have an idea of how he works out.
You'll notice he has a lot of muscle mass and a low amount of body fat. He doesn't walk around all day with big muscles and a six-pack, instead he diets down for certain events.
The first thing you'll want to do is gain as much muscular bodyweight as you can. The absolute best way to do this is to do the Starting Strength routine, eat as much as you can, and drink a lot of milk. You should gain at least 20lbs in the first month and in six months you should be no less than 200lbs, preferably more like 220-230. You'll have a bit of a gut when you're done, but you'll be strong as hell and very muscular.
Now that you're done with the Starting Strength workout and you've turned into a beast, your next goal is to trim the fat and focus on specific areas that need help. If you look at Zak's body, you'll see his chest looks much more built than his triceps -- this means he does things like dumbbell flyes and the pec deck a lot. So next find a bodybuilding routine from bodybuilding.com and just work that while going on a long-term diet. I'd say that you could have that body in a year if you wanted with 9 months being doable as well, no matter how skinny you are now.
If you doubt the need for serious strength training while building a modelesque body, on bodybuilding.com I once saw a picture of a very popular male model deadlifting over 600 pounds. I'm sure you could find it if you looked.
