Some cats can almost talk, and it sounds like your roommate has one. They make really cute sounds.
As for the claws, tell your roommate to get some pet nail clippers and cut the hooks off, about every couple of weeks. Or, you can do it yourself. No, the claws don't wear down, they become even sharper and can cut you like a knife when the cat hops on your lap or something. You should still get him a scratching post, though, so he doesn't start in on your furniture.

The meow is, indeed, just another unique meow. My little boy chirps, and when he's excited, like say chasing a bug, he shrieks almost like he's in pain. It's really weird, but he's 'normal' for a cat.
Scratching posts dull and then *sharpen* nails. When cats scratch at anything, it does dull them down, but once that claw is dull, there's a new razor-sharp claw growing inside it. They scratch at their post, the outer sheath breaks in half and pops off - and there's a brand new, sharp claw.
They will not become sharper - they'll always be the same as they are now. It's just an endless cycle of dull, sharp, dull, sharp.

Trimming his nails will keep them dull, though he'll still want somewhere to scratch. Hold his paw pad and look - there's a pink spot, this is called the "quick." The quick is where the nerves and blood vessels are located. Unless you want a bloody, angry kitten, try to avoid clipping this far.
If you're worried, you can take him to a groomer or a vet and one of the groomers or vet techs will show you how to do it safely.

That noise is totally normal. I have 5 cats all of them are bird and mouse killers. They will make that sound when ever they see a bug, bird, or mouse that they are interested in. When cats will grab a bird or mouse they will grab it around the neck and their jaw will start to vibrate to tear the veins and muscles in their neck and kill them. The noise is their jaw vibrating.
A scratching post works very well to dull down cats claws. Try to get one that is stood upright like a tree, this is like scratching a tree trunk, which cats looove to do. It will dull their claws down but there is no way to make them totally not sharp. If you are OK with dewclawing the cat, that would work, but it is their natural defence i would never declaw a cat, it is unnessescary and painful. You can also get a rubber coating put over their claws so that their claws are still there but it wont hurt if you get scratched. They come in all colours black, white, red, blue, yellow, purple etc. I personally wouldn't do this ethier, but if you are set on no claws this is much better than declawing (no pain for the cat). Another way is just to buy some claw clippers that work for any animal dogs, cats, and rabbits. I would reccomend clippers or a scratching post. Hope this helps!!!!

Cats sometime "chatter" which is a clicking noise when they see prey. Not sure why they do it but it's neat to see.
Also, some kittens don't fully develop their meow and can make other noises. I have one that makes more of a squeak.
The scratching post will help but so will regular nail clipping. Begin by just taking the very tips off and each time go just a tad lower until you are clipping a little less than half off. As you clip, the inside (painful) part will recede until it is safely inside the claw, even after you clip.

Chirp gurgles are totally normal. The scratching post will help dull the claws, but your roomate should also trim the kittens nails. It's important not to take off too much because that can hurt the kitten.

I believe that meow is just another unique meow.
Just get some nail clippers or if you'd like, go ahead and get a scratch post. Honestly, I think they are too expensive, and most cats end up not using them. I prefer those cheap nail clippers. Make sure you're very careful when cutting the nails.
Hold on, it's a kitten or a cat?
