Can DUI victims receive financial assistance from the government if they are now a single mother due to a DUI.?

Is it federal funding, or does it vary from state to state. I'm asking about Pennsylvania if it's based on the state, but any information would be appreciated.

Update:

For the record, I'm just asking a question. Please don't assume that I am a crime victim. I never said that this was about me.

You are a crime victim. There are a few states that have victims assistance programs but no long term programs.

Other than those there is no other financial programs specific to victims of DUI. There are of course various welfare programs that you may now qualify for depending on your financial status.
