what is the 2013 amount of federal tax exemption?

Is the deduction for withholding allowances the same in 2013 as it was in 2012?

Update:

I wasn't clear enough. I am figuring the amount of federal payroll tax to deduct on a paycheck, and I must first calculate the deduction for the total withholding allowances. In 2012 it was $3,800.00, but I don't have Pub l3 yet from the IRS.
