JSA can be sanctioned for anything from 2 weeks to 3 years. Your friend needs to start taking her responsibilities seriously; IF she gets a job interview or IF she is successful in getting a job, if she turns up late for either, she is not likely to get or keep the job!

Your friend already knows that the Job Centre CAN and WILL sanction her JSA, so why on earth would she not make sure that she turns up for appointments on time? Talk about shooting herself in the foot!

Because she was late again it will be another 4 weeks

She is probably looking at about 13 weeks this time, depending on what they decide.
