    I don't think it would as your meant to fry donuts anyway, so if you didn't put yeast in it would just be a very flat doughnut. Hope I helped :)

    Donuts aren't baked. Omitting an ingredient and changing the cooking method isn't going to magically turn a failed donut into a cookie.

    No. Cookie recipes generally call for baking powder/soda.
