is IT pay based on time spent on tickets normal??

Hi so I started a new job I thought I was going to be paid hourly but It looks like i'm actually being paid hourly by the amount of time I spend on a ticket... I feel a bit screwed over, I'v never encountered this pay system before but I'm wondering if this is a normal business practice In the IT world.

note I'm not sure yet if I open another ticket when I close my last one so for all I know, I could actually work the full 40 hours, still it would suck to be in a position were I was working 40 hr and being paid for 20.

Update:

another question does this count as piece rate I believe that this type of pay was struck down by the courts.

    My husband and I have both worked in IT for almost 30 years and never encountered a payment scheme like this. Is it an online job, or do you go to an actual office?

    Its based on whatever you can get someone to pay.
